Virginia plans advocated by the strong national union as well as strong national governments, to be divided into three sections. These three branches were inclusive of; legislative, judicial and the executive with powers to veto any and all state laws. The legislative branch was composed of two houses with one comprising of people who had been chosen for the first house and the other had people directly chosen by the people through making their decision
