According to (Wilkinson, 1991), many scholars of social structures and development argue that social systems, human ecology, and interactional theories define the resource allocation strategies and needs of higher order around the communities. The onus of this manuscript presents social context to rural places of Appalachian and the New England. The Appalachian community is coal-dependent, and its political leadership has shown irresponsibility of its people regarding resource utilization and women welfare.
