The system of procurement in most public projects are being funded by the government or receive their finances from donor funding institutions (Edquist et al, 2015 p.12). In this case, it gives the justification that there is a lack of consistency in the system of procurement thus leading to the creation of loopholes for corrupt ways of handling money either by contractors or employment of unqualified labor that comes with poor production.
